Is my calculation wrong or am i missing something? Shouldn't a 20" monitor be 50.8cm? and does the size advertised include the frame or only the screen?

Monitors are measured diagonally, not vertically or horizontally. Measure it from opposite corners.
My guess here is that you are not measuring Diagonally, all monitors and TV screens are measured Diagonally (opposite corners). Always have been.
when measuring a monitor you always go diagonal across the display surface only, you dont include the framing in the measurment.
my online conversion DOES show a 20″ monitor being 50.8 cm.
Which part did you measure?
The size of a monitor is measured diagonally across the screen, bottom to top corner and shouldn’t include any of the frame.
